User Level: 

The Google Tag Manager module provides architects the ability to easily integrate their site with the Google Tag Manager application, which allows a permitted user to quickly and easily update tags and code snippets on their website or mobile app. These tags and code snippets are used for traffic analysis and marketing optimization.

A very useful case for this would be for those sites that want to have additional tags added into their site that could include, but are not limited to: Google Adwords, LinkedIn Insight, Twitter Universal Website Tag, or custom text and images.

To get started, a Google Tag Manager account should be created, which will provide an ID that is then used in the Google Tag Manager module.
