The Appearance section in Drupal 8 is where all of the themes and theme settings live.

At the time of this writing, Web Services has not completed its Drupal 8 theme. For examples of working with themes and theme settings, the following section will use the Bootstrap theme for the audience theme and the Adminimal theme for the administration theme.
